Liu Huailiang Attends 2019 Summit on Chinese Central SOEs Supporting Macao as Service Platform between China and Portuguese-speaking Countries

On October 16, Liu Huailiang, General Manager and Deputy Secretary of the Party Committee of CGGC International, was invited to attend the 2019 Summit on Chinese Central SOEs Supporting Macao as Service Platform between China and Portuguese-speaking Countries in Macao. At the summit, he discussed new ways to deepen cooperation and expand development opportunities between China and Portuguese-speaking countries in the new era together with many distinguished guests at home and abroad.

The Summit is jointly sponsored by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and the Macao SAR Government, and undertaken by the Economy and Finance Department of the Macao SAR Government and the Liaison Office of the Central People’s Government in the Macao Special Administrative Region. The Summit invited over 400 representatives from central ministries, central enterprises, enterprises from Portuguese-speaking countries, local enterprises, business associations and other departments and institutions for discussion and exchange. The Summit is aimed to further deepen the economic and trade cooperation between China and Portuguese-speaking countries, accelerate the construction of Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road, and give full play to the role of a bridge between China and Portugal.

During the Summit, Liu Huailiang, on behalf of CGGC, and His Excellency Antonio Rodrigues Jose, Plenipotentiary Representative of the Foreign Minister of Mozambique, signed the EPC framework contract for Water Supply System For The City Of Pemba Including The Construction Of The Megaruma Dam Project. Among other attendees were Edmund Ho Hau Wah, Vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference, Hao Peng, Secretary and Director of SASAC, Chui Sai On, Chief Executive of the Macao Special Administrative Region, Fu Ziying, Director of the Liaison Office of the Central People’s Government in the Macao Special Administrative Region, Ding Yanzhang, Deputy Secretary and General Manager of Energy China, and Xue Danfeng, Director of the International Business Department.

As the first EPC project of CGGC in Mozambique, it is a key project that represents CGGC’s firm confidence in China’s policies, and is also a step taken by CGGC to grasp the opportunities brought by the Belt and Road, to further enhance the cooperation with engineering consulting enterprises in European and American countries, and to give full play to the complementary advantages of “third party cooperation mechanism” and resource integration.

The Water Supply System For The City Of Pemba Including The Construction Of The Megaruma Dam Project is located in Pemba, the main gas production base in northern Mozambique, which will offer Pemba and surrounding areas stable water and create necessary conditions for foreign exchange earning of natural gas in this area by 2024. In the meantime, the Project will significantly improve local living and working conditions, and is of great economic and social benefits for investment attraction, job creation, and local economic development and social stability.

During the period, Liu Huailiang also visited Director Li Canfeng of Land, Public Works and Transport Bureau of the Macao Special Administrative Region, Head of the Public Construction Department, Acting Director of the Infrastructures Department, and other government officials. The parties had in-depth exchanges and reached consensus on deepening cooperation. During the talks, Liu Huailiang introduced the basic situation of CGGC and reported the positive results of Tunel do Ká Hó undertaken by CGGC. He noted that CGGC is willing to follow the cooperation concept of “achieving shared growth through discussion and collaboration”, deeply integrate into Macao’s economic development, fully push forward all kinds of work in Macao, and make greater contributions to the construction of Guangdong-Hong Kong-Macao Greater Bay Area. Director Li Canfeng and other SAR government officials fully affirmed CGGC’s work in Macao, noting that they would strongly support CGGC in carrying out related businesses in Macao for mutual benefit and common development.

With the steady progress in Guangdong-Hong Kong-Macao Greater Bay Area construction, CGGC actively responds to the national strategy, efficiently integrates resources, continues intensive cultivation in the fields of environmental protection, construction and municipal administration, and makes efforts to accelerate local social and economic development. Among them, Tunel do Ká Hó under construction by CGGC is a large tunnel project in Macao, which will become the longest vehicular tunnel in Macao, vigorously improve Macao’s traffic conditions and benefit local people after completion.

Relevant principals from the International Department III, International Department VII, External Liaison Department, Hong Kong Branch and Mozambique Office were also present.
