Commenced! Bosnia and Herzegovina's Largest Energy Project Accelerated Construction

On June 24, local time, following the issuance of a commencement order by the Federal Electric Power Company of Bosnia and Herzegovina, the Unit 7 of the Tuzla Hydropower Station in Bosnia and Herzegovina under the EPC General Contract of the consortium composed of CGGC and CEEC Guangdong Electric Power Design Institute Co., Ltd. officially started construction. Upon completion, the Project will become an important force for ensuring stable energy supply in Bosnia and Herzegovina and a strong engine for the country’s economic development. It is also an important achievement of international multilateral cooperation and "17 + 1" energy cooperation between China and Central and Eastern Europe.

Tuzla Hydropower Station, located on the outskirts of Tuzla and invested by the Federal Electric Power Company of Bosnia and Herzegovina, is the oldest and largest coal-fired power plant in Bosnia and Herzegovina with six units and a total installed capacity of 779 MW. Among the six units, Unit 1 and Unit 2 were shut down in 2002, and Unit 3 and Unit 4 were about to shut down. In order to fill the power gap generated after the shutdown and meet the local power supply demand, the Federal Government of Bosnia and Herzegovina has approved to build
a new 450 MW cogeneration thermal power unit- Unit 7 of the Tuzla Hydropower Station- on the west side of the existing plant.

Unit 7 of the Tuzla Hydropower Station is the largest infrastructure investment project in the history of Bosnia and Herzegovina, featuring the largest-scale cooperation between China and Central and Eastern European countries with the most mature conditions, the most promising future, the most secured implementation and the most stable guarantee period.

The Project adopts large capacity, ultra-supercritical parameters and lignite tower furnace technology, realizing technology upgrade in an efficient way- the whole plant adopts European standard design, meeting the technical requirements of BAT (Best Available Technology), and abiding by the EU emission standards on dust, SOx and NOx. It is the first unit in Bosnia and Herzegovina to introduce clean and efficient coal-fired power generation technology, and also the coal-fired power generation project with the highest parameter level in Bosnia and Herzegovina. The Project employs the latest three-dimensional design technology to construct the multi-professional three-dimensional solid models such as pipeline, equipment, electricity and structure on the computer, and carry out collision inspection and optimization design on the constructed models, thus eliminating collision and even realizing zero error rate at the design stage. At the same time, supported by the information technology, real-time data sharing is available for the project developer and the employer’s engineer, enabling long-distance collaboration in different places.

As a model project for international capacity cooperation, the Project has its host designed in Europe, manufactured in China and Europe, and maintained by Bosnia and Herzegovina after completion, so as to maximize the advantages of all parties and achieve mutual benefit and win-win results. During the construction of the Project, more than 10,000 jobs can be provided locally through training and guidance to effectively promote employment and social development.

With the joint efforts of all parties, various works of the Project have been carried forward in an orderly manner since the signing of the contract.

On November 27, 2017, Premier Li Keqiang signed the Tuzla Project Loan Agreement with the leaders of 16 Central and Eastern European countries at the 6th Summit of Heads of Government of Central and Eastern European Countries in Budapest, Hungary.

Since March this year, the COVID-19 epidemic in China has been effectively contained, but in the world and especially in Europe, the epidemic is still ravaging, and the epidemic prevention in Bosnia and Herzegovina is hardly optimistic. To this end, the Company established a "Party member commando", which organized Party members to take the lead in the first line of epidemic prevention and control, and on the premise of ensuring safety of employees, scientifically and orderly carried forward all preparations before the commencement of the Project. Efforts have been made to minimize the adverse impact brought by the epidemic. The members of the commando team established and improved the work coordination mechanism with the employers of Tuzla Project through video connection and on-site communication, which accelerated the relevant preparation process and laid a solid foundation for the smooth commencement of the Project.

This year marks the 25th anniversary of the establishment of diplomatic relations between China and Bosnia and Herzegovina. Driven by the “Belt and Road” Initiative and China-Central and Eastern Europe cooperation, China and Bosnia and Herzegovina have built a broad platform for cooperation in economic and trade as well as other fields, and the outbreak of the COVID-19 epidemic has not restrained the enthusiasm of both sides for deepening cooperation. The commencement of this major energy project, Unit 7 of the Tuzla Hydropower Station in Bosnia and Herzegovina, will surely become an important force for deepening the cooperation between China and Bosnia and Herzegovina, enabling the two countries to explore opportunities among crisis and seek transformation amid changes in the “post-epidemic” era.
